PREPARATORY WORK ENTERING PORT

PREPARATORY WORK BEFORE ARRIVAL AT LOAD PORT:
1. Oiling and maintenance of winclass, mooring winches, etc.
2. Removal of ANCR lashing and various cover for Ancr. chain pipes, hawsers, mooring wires, etc.
3. Removal of protective cover for deck lights.
4. Lighting test of deck lights around the living quarter.
5. Preparation of mooring ropes, etc.
After checking the berthing side, flake down mooring ropes on deck an approriate length to veer them ashore with ease if weather permits.
Prepare heaving lines, messenger ropes and rope stoppers/chain stoppers, etc at approriate location on deck.
6. Preparation of fire wires (Em’cy line) on deck fore and aft on the offshore side.
7. Preparation of the accommodation ladder and pilot ladder.
Check the pilot boarding side, place a life buoy with a self-ignition.
8. Preparation of of cargo crane/derrick and provision crane, etc. if nececssary.
9. Plugging of deck scuppers.
10. Closure, lashing or sealing, and blanking of sea valves and overboard discharge valves. Ensure no leak of by opening the sample cock.
11. Preparation of Manifold:
- Removal of blank flanger from the manifold pipes to be used.
- Fitting of reducers, if necessary.
- Fitting of pressure gauges.
- Preparation of tools for operations at the manifold, gaskets.
12. Preparation of firefighting equipment:
- Direct turret nozzles of the foam fire extingguishing system toward the manifold.
- Place a fire hose fitted with water/fog nozzles (multi-purpose nozzles) and portable fire extingguisher on the fore and aft sides of the manifold as well as near the living quarter on the both side on deck.
- Some ports require vsl to prepare fire hoses at both bridge wings.
13. Preparation of clean up materials for spilled oil:
- Place chemical clean up materials, oil absorbents, sawdust, rag, etc. at the manifold and in fron of the living quarter on the tank deck.
- Place a valve handle in the vicinity of the valves.
14. Inspection and preparation of life saving and safety equipment:
- Preparation of measuring instrucments: Get ready for immediate use an oxygen analyzer, inflammable gas (HC) detector, toxic gas detector (H2S, hydrogen sulfide gas), etc.
- Get ready a self-contained air breathing apparatus, gas masks, oxygen resuscitator, etc.
- Maintenance and preparation of flash lights.
15. Stand-by manual hydrolic pumps:
Place portable hydrolic pumps at appropriate locations for immediate use whenever the hydraulic actuator and/or valve control at the console (bảng điều khiển) should become inoperative.
16. Check and preparation of measuring instruments such as MMC tapes, souding tapes, etc.
17. Make ready the public addresser and transceiver units in good order and condition.
18. Make sure no oil contents are contained in the Clean Ballast Tanks (CBT) or in SBTS and discharging lines.
19. Make sure the oxygen content in cargo tank is 8% or less in volume.
20. Start up the ventilation fan motor in the pump room.

PROTEST AGAINST B/L FIGURE

When there is a difference between the B/L figure and ship’s figure, the responsible officer should take the following measure in order to provide against cargo shortage claims:

1. Ship’s figure is smaller than B/L figure by 0 to 0.5%:
Prepare a protest letter as attached here and obtain the signature of the responsible person for the shore terminal.
2. Ship’s figure is smaller than B/L figure by 0.5% to 1.0%:
Request the shore terminal to check figure again.
If the figure is still 0 to 1.0% less after check, then prepare a protest letter.
3. Ship’s figure is small than B/L figure by 1.0% or more:
The issue of such B/L figure is not desirable, of which the responsible should notify the Tank Division of the company and wait for its instructions.
4. Ship’s figure exceeds the B/L figure:
There is not need to protest.
